E-government is a modern system adopted by governments using the World Wide Web and the Internet to link institutions to each other , and connect the various services private institutions and the general public , and the development of information accessible to individuals in order to create a transparent relationship characterized by speed and accuracy designed to improve the quality of performance. It is believed that the first use of the term " e-government " has stated in the speech of U.S. President Bill Clinton in 1992.

There is no specific definition of the term e-government because of the dimensions of the technical and administrative , commercial and social that affect them . There are several definitions of the government e-mail from more than one international destination . In 2002, the United Nations defined e-government as " the use of the Internet and the World Wide Web to provide broad information and government services to citizens." Also, the organization has provided cooperation and economic development in 2003 , the following definition of " e-government is the use of information and communication technologies , especially the Internet to gain access to better government ." There are also other definitions of a number of researchers in the field of e-government some of them known as a way to improve the public sector and the government , and others knew her as a means of achieving reform and change processes , structural and culture of government , and others have focused on the side of improving communication with citizens and to achieve democratic larger , and finally there are those who said it is an issue business related to increase revenue and improve the performance and competitive position of the bodies and government departments .
E-government is the default version for real government with a statement that e-government reserved to live in servers ( server ) special centers Remember Me (Data Center) of the global network of the Internet, and simulate the workings of government and traditional that resides in a real and physical devices in the state.
